xev shows my laptop's down-arrow is "down" (I checked )

jEmplode (the 3/30 jar, as well as at least 1 previous one) claims I can move an item down with ctrl-down. Right-clicking and "move down" works correctly. ctrl-down moves the "highlight" down to the next item, instead of moving the highlighted item down.

I have this idea that the JVM is what's screwing me. Any confirms/denials?

Just out of curiousity, make sure the "Position" column is visible, and hit Ctrl-Down and see if the position number changes?

Aha. If I move down while in the main window instead of choosing the playlist within the box with the "playlists" tab selected, it works. The thing of note is I can "move down" with the right mouse button in that box.
