Basically what I'm looking for is something like the Windows (NT/2000/XP) command prompt equivalent of the UNIX mount/unmount for USB devices. Is there even such a thing?

The Disabler tool in the Windows DDK does what you want...
No idea if you can get something else equivalent for free though.
