He is anchored about 10 feet below. That would be a fall factor 2.0 in rock climbing parlance. Hard to tell if that is a static or dynamic rope. If it's static he would be pretty f***ed up after that fall. On a dynamic he might be ok. He is anchored at the top of the pole with some kind of personal anchor though so really the setup is pretty safe. I'm not addressing the electricity factor though...

One at the top with his personal anchor and there looks to be one near the middle guy on the pole. The middle guy may also be belaying the top guy- it's not clear. It's also not clear if the rope is anchored at the top of the pole. If the middle guy is actually belaying this would make sense. When he wants to be lowered he will remove his personal anchor and the middle guy will lower him. So we can't really tell if this is a secure setup or not.

The one below appears to just be draped over that other wire. It's also possible that that angle seen in the rope is going through an anchor of some sort. It's super hard to tell exactly from this one shot.

Linemen don't belay. Those ropes are just for lugging up gear/lines as needed.
