Looking at outlet

^ between this lug and outlet
Actually it happens between outlet and which ever lug is last to connect.
Trust or toss?

My original Toshiba charger alarmed me by doing this when I took it to the US. Then later I realised it did it in the UK too, but the design of the plug hid the sparks where I couldn't see them.

The thing is, I just don't expect to see a spark from a PS with no load attached to it.

Every Dell laptop I've owned/used has done that. My D505, M6300, XPS15z and more.
Load on the output side doesn't make much difference. It's the initial inrush current to the supply itself.
