Bank selection in Tuner

I can see the point of selecting a bank as a separate operation from selecting a station when using the remote, but it seems an odd way to do things on the front panel. It would be easier to use if the banks were each menus containing ten stations. Then the mental model is consistent between front panel and remote, but it would more accurately reflect the way that banks are used - select a bank, then goto or store a station.

IOW, instead of Main->Tuner->Bank->B, Main->Tuner->Store->1, we could go Main->Tuner->Store->BankB->1, and similarly for goto.

No change for the remote, though, where Bank acts a bit like a latched shift.
