Setting TTS clock time

Can anyone tell me how to set the time for the TTS clock program ? I have the line in the config.ini for the time offset so the hour is correct but the minutes are not. I have the clock in the empeg set to the correct time.

I couldn't find anything about the minutes just the offset for different timezones.
