BBS Upgrade/Outage

Sorry to anybody who had trouble accessing the empeg BBS system today (Tuesday).

I was just upgrading a few components and hopefully these may bring about
some increase in speed.

For the technical amongst you the BBS has been altered to run under mod_perl.
