Both links worked when I tried them. I had to hit Refresh on the Yahoo one. Basically, the Yahoo article says that they (at first) mistook pesticides in a lab for chemical nerve agents. The follow up team discovered the truth.

Yes. Dihydrous monoxide is responsible for hundreds, thousands of deaths every year, not to mention causing enormous ecological and structural damage.

I think a chemical as nasty as that should be banned!
