Interesting. One extreme in me says, "Is this Bush & Co. leveraging fears from Hurricane Katrina's unpreparedness and widespread destruction to gain powers he really shouldn't have?"

The other extreme in me says, "Um, do they plan to quarantine the ducks and other virus-carying waterfowl? Will the National Guard be used for one big game of Duck Hunt?"

Either way, the mass extermination of poltury that happened because of this was really really sad.
