Having GWB at the bottom is believable... Actually, 91 may be a bit generous to him... But the other numbers are ridiculous, and evidence that whoever did the hoax has no idea what a logarithmic scale is.
I would probably rank them in somewhat the same order (Carter, JFK and LBJ a little lower, FDR and Eisenhower a bit higher) but the numbers should center around 115, and peak at around 135.
