No. It wouldn't.

How fast the chainsaw will cut is in direct proportion to how much energy can be supplied to the cutting edge (in this case, the chain) and that energy comes from horsepower.

If you took a two-horsepower chainsaw, and put 400 pounds of downward force on the cutting bar, it would simply stall and refuse to cut anything at all.
