If you've rebooted, get to the point where lspcmcia shows the device and lsmod shows hci_uart

Then try:
hcitool dev

Have a look at /etc/default/bluetooth
(yell if it's missing)
Set BLUETOOTH_ENABLED=1
ignore the rest for now.

Then try:
/etc/init.d/bluetooth start

and try:
hcitool dev
and
hcitool scan
again.
