The issue is that H1N1 has the potential to mutate into something which is extremely virulent and deadly. They want to minimise the number of people who have it because of this since the more people that have it, the higher chance that there will be this mutation.
As I understand it, it doesn't need to mutate to something more deadly. It just needs to mutate so that it is easier to transmit. At that point because the population at large doesn't have any existing immunity it would then cause a fair bit of damage in one big hit.
