It seems the 10-30 socket comes from an era that we treated neutral and ground as equal. Most houses typically tied neutral to ground at the breaker box.
*All* houses here still do connect neutral to ground at the breaker box. Has that changed anywhere?
But some heavy current outlets (eg. electric oven, possible the dryer) have contacts for both neutral and ground (separate).
