No need to go calling it a lie multiple times as if MS is out to get you.

This appears to work in Visual C# 2010 (using .NET 4.0) using the WMI NetEnabled property on my machine. It correctly shows enabled and disabled interfaces and is able to enable and disable them.

According to the documentation only Vista onwards is supported.
