That's been an adjustable configuration setting in all versions of windows since the "feature" was introduced to begin with. In fact, I'm surprised that Windows 10 even changed it at all for you.

The setting, by the way, is located in: Control Panel, Ease of Access, Make The Mouse Easier To Use, "Prevent windows from being automatically arranged when moved to the edge of the screen."
