There are different views on the purpose of state. Some think it is there to ensure some reasonable level of security, education, health care for all citizens with high degree of solidarity (through financing by taxation). OTOH, certain bearded German 19th century gentlemen thought the main purpose of state was to make sure those in power stay there. Take your pick.
