Your friend did have a licence before it was taken away, after all.

The rules vary, and there is always a DVLA doctor deciding, but in general if you have only night seizures for a year then you can have your licence back, most other types you need to be seizure-free for three years. I would have thought that the epilepsy which is triggered through puslating light would be quite serious, because sunlight through trees and headlamps through a central reservation fence could be a trigger. I have seen those types of cats eyes on the Farnborough/Fleet road (I think it's a route the TRL use), and to be honest the flickering was quite distracting even for a non-epileptic, as you would imagine as it they get closer to the car the flickering is more noticeable and it could be quite mesmorising in certain circumstances.
