If you're using Mozilla, go to Preferences, Advanced, Scripts & Windows, and deselect "Allow webpages to open a link in a new window".

If you're using emacs-w3, I think the option has been removed.

Other browsers, I don't know (apart from lynx, which doesn't do frames )
