I can't imagine that it could pass. I don't think even the CPCC has thought about exactly how much their proposal covers. I mean, how are you going to tell Joe Schmoe that the CF card he just bought for his digital camera (or worse, the one that came with it), is costing him a little extra for music copyright reasons?
