In germany it is illegal to abuse the station-ID, too. But it's very common, though.
It's illegal too for car-stereos to show rds-text, which contains the scrolling infos like artist, title and more. The driver would be distracted too much. But you can buy some, which do show it. The controls over those laws are very lax...
