The Rio Receivers download fresh firmware from the server whenever they get power. So I don't think it's the firmware.

It's more likely something wrong at the network hardware level. Since you have one working receiver, you're in a good position to be able to diagnose the source of the problem. Try swapping cables and ports and locations and such.
