Two easy steps:

• Install CygWin (free), MKS/NuTCRACKER (extremely not free) or MS Services for Unix (apparently free, have not tried)
• Use find

Seriously, file/directory manipulation tasks like yours alone are enough of a reason to have Unix utilities installed.
