It's part of the distribution file of GPSapp, if I recall correctly. In other words, it's inside the zip/tar/whateveritis.
Remember that you need an actual python interpreter program installed on your system. You have to feed the python script AND The parameter of the saved map data from MapsOnUs to the python interpreter program.
I'm pretty sure that the GPSapp readme gives pretty clear instructions on how to do all of this.
Finally, keep in mind that the Roadmap feature and the GPSapp routing feature are separate things and don't work well when used at the same time (the scale doesn't match).
