What problem are you trying to solve? Is it a personal site? A corporate site? Is it just somewhere to post a few things every now and then? What level of control do you want?
Do you really need DreamWeaver-like functionality?
In the end, I end up doing my websites either in Notepad (well, TextPad), by using Visual Studio 2003, or by using a CMS system (I use drupal). They all solve different problems. What problem are you trying to solve?
