From the source code for lame, it appears that the '%' chars represent (roughly) this:

how often a special frame size/stereo mode commbination was used


So '%' represents Left/Right stereo mode frames, and '*' is everything else.

And the lengths of the bars indicate relative proportions of frames of each particular bitrate (ordinary histograms).
