I would guess it is a fuse, based on the photo. It is not as bad as the garbled photo I linked to in the FAQ entry earlier in this thread, but it looks like it might be the case. Please take a look at that FAQ entry for testing or replacing the fuses. If you are not comfortable doing that yourself (I know I would not be), you probably want to contact someone for repairs.
