It has already been done actually. A company called PLX Technology make a series of USB<->PCI chips which will do what you want. The website isn't particularly clear but you can use their NetChip series to connect a PCI device to a USB port. The USB VGA controllers use them. The one I've got is just a crappy SiS VGA chipset bolted onto one of these chips.
I don't know how easy it is to use though. It might be that you need to write custom drivers for your device. I'd guess you do actually since somebody would have released a PCI slot USB box by now if it didn't need that.
