I believe that to be true.
I also suspect that China wouldn't want the current regime to completely topple for a couple of reasons: (1) they really don't want to deal with a few million starving people streaming into China, and (2) if North Korea just becomes part of China, then suddenly China has a border with South Korea -- which, as you just said, they don't want that either.
