I still use Nero 7 at home, but I will agree that it's a bit bloated with all the extra applications. Nero Burning ROM itself doesn't appear to have changed at all, though.

On my work machine (where we don't have enough licenses for everyone to have a copy of Nero installed), I use ISO Recorder. It does exactly what it says on the tin.

For creating the ISO images themselves, I use OSCDIMG, which is a command-line utility that Microsoft originally shipped as part of the Windows OPK (OEM Preinstall Kit), but it's available now with WAIK (Windows Automated Installation Kit), which is pretty much the same thing.
