Well, I made some changes to my system with Dr. TCP based on information I found here, and it definitely increased my download speeds. At least when it could actually connect to anything. It made my whole network connection completely unreliable. It'll download at like 9Mbps for a while, and then just nothing.

I'm still trying to tweak it to get it back so that it works properly again, but in the mean time, I managed to lose an eBay auction because I couldn't get to the damned site. Very frustrated right now.
