Is that a photo or a screen capture? The verticals appear too good for that to be a photograph.

Stuck pixels only exist on the monitor, if that's a screenshot (made using PrintScrn etc.) then I think you might have a RAM fault on your video card.

It looks like two pixels side by side? If we are talking about a monitor problem here then, assuming you have warranty remaining, it's worth checking the manufacturer's pixel statement. ISTR HP/compaq's statement making an exception where there were multiple pixel failures within a block of x by y pixels, perhaps other manufacturers do the same?
