Most commercial contracts, including everyday cheques, do that, and all for the same reason: the figures are easier to read, but it's so easy to make a typo in figures that the words are there as a cross-check.

Technical documents, such as qualification by similarities, specifications, etc are usually typed out that way also. I was taught to always use that convention in any form of paper.
