The faceplates are injection moulded so it isn't possible for one of them to have a hole in the wrong place. It is possible for the plate to be misaligned during assembly - removal and reassembly would fix this. It may also be possible that control was mounted off centre, but this is unlikely as there are alignment posts.

The hole is a close fit to the rotary control shaft because the faceplate provides an EMC barrier. The rear face is coated with a conductive material.
