Hmm. Sounds very much like the "whole hotel volume cap" that Roger implemented on the Rio Receiver for the Ministry Of Sound hotel in Ibiza

It was great, just drag a slider on the server and instant silence! No idea if they actually used it though - most likely they did then forgot to turn it up again. The system used the built-in Rio Receiver amp + passive speakers so was hard to bypass...
