Not if you have a card issued from a bank that allows you to use one-time/limited time use, disposable numbers for online or over-the-phone purchases.

Good point it looks like Citi does have this option now. I don't think the fraud problem is going to be solved until they actually start making a more secure system of payment then the credit card number though.
