AT&T is trying everything they can to kill off the last of the unlimited iPhone users. Someone who kept getting the "top 5% users" message finally talked to an AT&T rep who had some knowledge of the setup. It's not 5% nationwide, it's 5% in some arbitrarily defined area you are in. This leads to users who are in less populated areas seeing these messages even though their local network has plenty of bandwidth, and their "high end" use is even below the tiered plans. All of that doesn't matter, they still target the 5% in that area and keep lowering the ceiling.
