VM was an operating system (sorta) for IBM mainframes. It could run other IBM mainframe OSes, just like VMware, except for mainframes instead of for Windows.

I had impression that Linux on IBM zSeries/z9 is mostly run on top of VM, and wikipedia seems to confirm this (z/OS and the fact that s390/z9 Linux port also runs directly in LPARs or even on bare metal notwithstanding).
