iTunes is apple trying to catch up with PC's, and look innovative at the same time.
Sigh... You got the description right, but there has been software on the Mac that can do ripping and encoding way before this. Just like you could do the same things on the Windows side way before Media Player 7 came out.
iTunes is quite nice though for encoding options compaired to most all in one programs I have seen for media collections. It does go from the low end to 320k, and does VBR as well. As far as the output, I'm not sure.
Oh, and it also burns music CD's as well, one thing I haven't seen an all in one program elsewhere...
(Becomming a PC and Mac owner is an interesting thing. Hearing about the "Evil Empire" from one side, and the "Stupid fruity Mac company" on the other :-)
