I guess you can tell my problem.

I've downloaded some videos. I'm trying to move them to a folder, but I can't because Windows is telling me there is a sharing violation! What the heck is it talking about? I'll highlight about 15 files, drag and drop, and it'll have a problem with 3 or 4 of them. The files aren't being used as far as I can tell.

Is there a way to tell what they are being used by, or to manually break the connection to whatever it is??

Close all open IE windows and whatever downloading software you were running.

If that doesn't work, reboot the PC.

There are third-party utilities that'll tell you what processes have locked which files open, but the OS, by default, doesn't offer an easy way to see this.

Another option is to copy the files instead of moving them. Then delete them later after you've rebooted the PC.

And if Tony's suggestions don't work, also ensure that Windows isn't trying to preview the file in the web bar on the left of explorer windows. That tends to be the major reason these files get locked when simply browsing them.
