Google Voice will install on tablets, so I doubt it's the lack of SIM card that's stopping it from installing.

I'm sure you have access to a US VPN service. You should probably try and download the Google Voice app (and setup a GV account) through that. I don't think Google Voice ever officially made it outside the US.
