There's a new version of MP3 Tag Studio out (V2.0). Originally, the author was going to try and work in ID3V2 support, but he has the following to say:

Sadly, due to massive lack of time, the scheduled ID3v2 support did
not fully make it to this release. :-( Partial ID3v2 support is present in
this version, but not the real read/write specific field values stuff.
Full ID3v2 support has been rescheduled for the next 2.x upgrade though,
so please be patient. You will have it soon! Hopefully you should have it
before returning from the euphoria of exploring all the new tools in
version 2.0 anyway. :-)
