How do you specify an ftp/http port in the config.ini.... I couldn't find it on the empeg-hijack sourceforge site.

From the patches to the default kernel:

kftpd_control_port - defaults to 21
kftpd_data_port - defaults to 20
khttpd_port - defaults to 80

Enjoy

Can't seem to get the khttpd_port to work... keeps on staying on 80

The latest, I have all my hijack settings under [hijack]... should they be somewhere else for http?

They all go under [hijack].

If you upgrade to the latest Hijack, say v190 or so, then hijack will pop-up an error message on the display if things are not right, just after the boot-up animations.

But take a close look at your config.ini first, if it has any garbage characters in it, those may prevent it from being parsed correctly.
