At that point in the procedure (based on the way the steps are laid out), you shouldn't need to apply a jumper. The drive should be jumperless, the way it comes out of the bag, to be configured as a primary.

Unless there's laptop drives out there which require a jumper to be ADDED to be a primary. Haven't seen one like that before.
