I'm sorry, all this frustration was worked out, and was of no fault of anything related to ATI

It turns out that the onboard audio line-in I was using was bad. I don't know, maybe the plug blew or something, but it was quite messed up. I just installed a 5+ year old Ensoniq sound card today, and it's working perfectly.
