USGS DLGs and Tiger vector data are equivalent for the ppurpose of providing base data for vector maps. However the point of geocoder is to be able to search out a place instead of using e.g. terraserver to do it. The most recent Tiger data is at: http://www2.census.gov/geo/tiger/tiger2002/
