Then the player is in DC/Car mode. Those features are off by default in Car mode ([Hijack] DC_servers=1 will allow them to work in car mode). Either because it's in the car, or because you're powering it from the car docking connector, or because you have forced it to DC mode using Hijack, or because of a faulty AC sensor switch.
