If the IP is a problem, I'd just recommend a small router.
Network Everywhere offers quite a few routing options for not much more than some hubs. I got a 4 port router at CompUsa for $29! Then you could port forward to your peg so others could stream or whatever.
The nice thing is since the router is so small you could cleverly enough hide the thing so any RA with more important things on his mind would overlook it. Plus, I'd imagine the common Residential Advisor couldn't fathom how a car stereo could be hooked up to a LAN in the first place and wouldn't begin to think that you were not following networking policy. I would think a few cleverly placed potted plants should do the trick - dead or alive.
