Another thing that is grayed out is the option to make my window title bars shaded between two colors.

I swear it's behaving like it's in 256-color mode. But it's not, it's in 24 bit color and the desktop wallpaper is definitely in high color. As are the desktop and menu icons... And Paint Shop Pro works fine for high color images...
