And Dignan, your problem is likely the thing I saw in the Microsoft Knowledge base while researching this... *Both* monitors must be set to at least 24 bit in order to get the drop shadow. If either one is set to 256 colors or I think even 16 bit, you lose those high-color effects.

So try setting them to 32 and 24, respectively and see if it works.
